OTIF Intergovernmental organization for international carriage by rail recognize along with the TSIs, the European standard on the design and testing of goods wagons, EN12663, the Finite Elements Method (FEM) as method of calculating the complete structure of a wagon with all the load assumptions.  However, according to the OTIF the technical standard is not clear on the operating data that need to be taken into account when making the calculations, particularly the fatigue resistance, operating temperature, working pressure and test pressures for example.  The competent authority in Europe for the RID tank approval is also not clearly defined and according to the OTIF the body responsible for all the calculations and tests in accordance with Standard EN12663 should be clarified as well as the fact that double testing should be avoided.
