THE ROAD TRANSPORT ACT FOR SA ACT NO. 93 OF 1996 – AMENDMENTS ISSUED ON THE 31 OCTOBER 2014 AMENDING SECTIONS OF THE NATIONAL ROAD TRAFFIC REGULATIONS
Of specific interest here is the National traffic Information system NaTIS and all its registers; authorized officers, motor vehicles, manufacturers, builders and importers, motor trade numbers, temporary and special permits, external road traffic register users, instructors, driving license test centers, driving licenses, driving license appointments, driving schools, professional driving permits, testing stations, operators, contraventions, accidents, parking exemptions and traffic register numbers. Given the high number of vehicle theft Section 21 makes it clear that ‘no person shall operate on a public road a motor vehicle first registered in the Republic on or after 1 December 2015, (no typo) unless such motor vehicle is fitted with a metal plate or a self-adhesive tamperproof metal or plastic label, where the vehicle identification number ….is clearly imprinted or stamped and such plate or plastic label shall be affixed in an accessible place on a door post, under the bonnet or on the frame of the vehicle….”
Another point of interest is Table A giving a light motor vehicle travelling at 35km/h a maximum stopping distance of 14m and a heavy motor vehicle travelling at the same speed 16m to stop and it does not clarify the type or load weight of the heavy motor vehicle so could it be assumed it is the truck-tractor only, not an interlink and not under load?
